Africa In Focus: Features on Historical Development of National Intelligence and Security Service

 (A) History of security organs in Sudan has witnessed numerous experiences since independent in 1956. The organization, structure mission and duty of the respective organs were set in different forms. That is to say each historical era is governed by different laws according to general guideline set for each stage.

Development of Security organs since 1956.By the beginning of independent general security division was established at ministry of interior. The division assigned for undertaking the responsibility of internal security.
(B) In 1957 external security section was formed as an affiliate to council of ministers. Later on renamed external security advisory.
(C) In 1962 general security division and external security section were amalgamated and renamed general security working under ministry of Interior. This situation continued until undertaking of power by may regime 1969.
(D) In 1969 national security organ (intelligence service) was established besides the general security the affiliate of ministry of interior.
This setup continued until 1974.
(E) In 1974 the general security was separated from the ministry of interior and went under the management of presidency in parallel to national security organ (intelligence)
(F) In 1978 the national security organ and general security were amalgamated in single organ and renamed state security organ.
(G) In April uprising 1985 the transitional military council issued a decree dissolving state security organ.
Instead the council of ministers issued a resolution forming tow administrations namely internal and external security administrations under management of police commissioner.
(H) In 1987 external security at police headquarters was dissolved and new foreign security organ formed renamed Sudan security organ.
(J) Following national salvation revolution taking over of power on 30th of June 1989 Sudan security organ continued its function. In parallel internal security administration under the management of ministry of interior also continued its duty as well.
(K) On 30th 1990 general security organ was formed assuming the responsibility of both internal security the affiliate to ministry of interior and Sudan security organ.
(M) In December 1994 a resolution was issued dividing general security organ into two organs. One responsible for external security (later on renamed Sudanese intelligence organ) and the other for internal security.
(P) In 2003 internal security organ was renamed national security organ whilst Sudanese security organ remained carrying the same name.
(T) In 2004 Sudanese intelligence organ and security organ were amalgamated under single organ and renamed National Intelligence and Security Service (NISS).
Meanwhile, NISS structure has been developed. It established higher security academy awarding fellowship in security field. As response to implement CPA south Security Corporation was established NISS administrative structure:

Current position:
December 2005 appointed as NISS deputy general manager according to CPA.

2005 NISS deputy general manager up to now
